At least 130 civil servants in Nebbi Municipality face potential removal from the government payroll due to issues related to the validation of their employment documents. 

Among the affected individuals are eight staff members who missed the recent validation exercise, 69 staff members who were only partially validated due to missing vital employment documents like appointment letters, and 53 staff members with discrepancies in their date of birth. 

A recent circular from the office of the Nebbi Municipality town clerk has summoned the affected staff to address the identified irregularities during the validation exercise or risk deletion from the government payroll. 

The circular states, “The purpose of this communication, therefore, is to request all staff whose names appear on the list to present an urgent response to the queries. Please note that non-compliance may lead to deletion from the payroll by the office of the Auditor General.”

Some affected staff members have expressed frustration with the validation process. Denis Opoka, an education assistant, blamed discrepancies in his date of birth on registration officials during the mass enrollment exercise.

On the other hand, Wilfred Obedigue, another affected staff member, attributed the anomalies to officials who conducted the recent validation exercise, claiming he had provided all required employment documents during his June validation. 

Mark Keremundu, the Nebbi municipality senior finance officer, threatened legal action if his name was removed from the government payroll. 

The validation issues come as part of a broader effort by the office of the Auditor General to conduct a head count of all civil servants and clean up the government payroll, following reports of financial mismanagement and losses. 

This initiative encompasses employees from ministries, departments, agencies, local government, health centers, universities, schools, statutory authorities, and government-owned corporations.
