Overview:
Last week, the police arrested Engineer Alex Kisero and Nsanvu Parish Councillor David Mayega after a car they had hired, registration number UBN 783D, was impounded with some of the missing Electoral Commission materials.
The Luwero Magistrate Court has granted bail to Engineer Alex Kisero, the Independent candidate for the Makulubita LC 3 Chairperson seat. He was arrested over election violence in the just-concluded local government election.
The Makulubita Sub-County Chairperson race featured four candidates: incumbent Tom Badda (NUP), Nathan Kironde (NRM), Kalibbala Charles, and Alex Kisero (both Independent).
Last week, the police arrested Engineer Alex Kisero and Nsanvu Parish Councillor David Mayega after a car they had hired, registration number UBN 783D, was impounded with some of the missing Electoral Commission materials.
They were charged at the Luwero Magistrate Court and later remanded to Butuntumula prison.
The two were charged with counts that include undue influence contrary to section 154 (a) (i),(ii), and 158 of local government elections act, which left two polling officials injured.
Mayega was also charged with obstruction of election officers contrary to sections 157 and 158 of the Local Government Act and malicious damage to Electoral Commission property contrary to section 312 (1) of the penal code act cap 128.
On Wednesday, the two returned before Luwero Chief Magistrate Esther Adikin, where they applied for bail.
The Magistrate granted cash bail of one million shillings to Engineer Kisero and two million shillings to Mayega, while each of their four sureties bonded at five million shillings, not cash.
The case was adjourned to 17th March 2026, when they will return for the hearing of the cases.
On 4th February 2026, during the LC 3 Council elections, individuals armed with stones and pangas assaulted polling staff, destroyed and fled with other election materials for Joy of Salvation Church polling station at Wesune Muto village, Nsanvu parish, Makulubita sub-county, Luwero District.
The attackers left Lawrence Bukenya and David Kilegeya seriously injured. They disappeared with declaration forms, ballot boxes, and Biometric Voters Verification kits. As a result, the declaration of results for Makulubita LC 3 Chairperson elections was halted.
Meanwhile, the Electoral Commission has set 26th February next week for residual elections at three polling stations at Joy of Salvation Church before the declaration of the winner of the LC 3 Chairperson for Makulubita sub-county and Parish Councillors.
