Minister of Local Government Balaam Barugahara Ateenyi is set to launch a nationwide campaign aimed at exposing and fighting corruption within Uganda’s local governments, beginning with a three-day field visit to Bulambuli District from July 8 to 10, 2026.
According to an official letter dated June 30, 2026, addressed to Bulambuli district leaders, the campaign will involve inspections of government programmes implemented over the last three years before culminating in a Public Audit Rally at Bulegeni District Farm Institute.
The letter also indicates that President Yoweri Museveni is expected to attend as the chief guest during the launch.
The minister has directed the district’s Chief Administrative Officer, LCV Chairperson, Resident District Commissioner, District Internal Security Officer and District Police Commander to prepare for the exercise.
The campaign comes barely weeks after Balaam assumed office as Minister for Local Government, having pledged to wage an aggressive fight against corruption, abuse of office and poor service delivery in local governments.
Upon taking over the ministry, he vowed to strengthen accountability, enforce discipline and ensure public resources reach the intended beneficiaries.
His anti-corruption drive aligns with President Museveni’s stated expectation that the new Local Government leadership should confront graft and improve oversight of government programmes, particularly at the grassroots.
The President recently said Balaam and State Minister Justine Nameere were appointed because of their willingness to challenge wrongdoing and demand accountability.
The planned inspections in Bulambuli are expected to assess the implementation of government projects and services over the past three years, with findings likely to be presented during the public audit rally.
The launch also comes amid growing concern over corruption in local governments. Reports from accountability institutions have consistently highlighted procurement irregularities, abuse of office, recruitment fraud and misuse of public funds as key challenges affecting service delivery in districts across the country.
If successful, the Bulambuli exercise is expected to serve as the first stop in what the Ministry describes as a countrywide mega campaign to expose corrupt officials and strengthen transparency and accountability in local government administration.

Yeah this should be one of the radical moves that is most likely to hook corrupt officials in bulambuli. Bulambuli is one of the highest rated corrupt districts as per the newspapers.
If the minister is coming, it is an achievement for us the residents. I will be hoping to see the positive results therein.
Recently just a mere town council engineer ate the entire bridge worth 500m.
Now if a worker at that level can scoop this amount what about his seniors.
