The Confederation of African Football (CAF) Appeal Board has ruled that Senegal forfeited the final of the Africa Cup of Nations Morocco 2025, awarding a 3–0 victory to Morocco.
In a statement released Tuesday, the Appeal Board said Senegal’s conduct during the final fell within violations outlined under Articles 82 and 84 of AFCON regulations. As a result, the earlier decision by the CAF Disciplinary Board was set aside, and Morocco was officially declared the winner of the match.
The appeal had been filed by the Fédération Royale Marocaine de Football (FRMF), challenging the initial disciplinary ruling.
The Board upheld the protest, finding that the Fédération Sénégalaise de Football (FSF), through the actions of its team, breached tournament regulations.
Apart from the forfeiture decision, the Appeal Board also issued a series of related rulings involving incidents during the final.
Moroccan midfielder Ismaël Saibari was found guilty of misconduct, with his punishment revised to a two-match suspension, one of which is suspended. A previously imposed $100,000 fine against the player was отменed.
CAF also held Morocco’s football federation accountable for misconduct involving ball boys, reducing the associated fine to $50,000. However, a separate $100,000 fine linked to interference around the VAR review area was upheld.
Another fine tied to a laser incident was reduced to $10,000.
All other appeals and requests for relief were dismissed.
The decision marks a dramatic conclusion to one of the most controversial finals in recent AFCON history, with administrative rulings ultimately determining the outcome of the tournament.
