President Yoweri Museveni has fired the Executive Director of Kampala Capital City Authority (KCCA), Dorothy Kisaka following the Kiteezi landfill disaster, which claimed over 30 lives in August 2024.
The disaster occurred on the night of August 10, burying numerous people under a mountain of waste.
Following the incident, President, Yoweri Kaguta Museveni tasked the Deputy IGG, Anne Muhairwe, to investigate the collapse and provide a detailed report, which after its completion, Deputy IGG Dr. Achan-Okiria told the media that their report done together with police found findings attributed the incident on negligence on the part of KCCA.
She cited “strict liability” laws, which hold an entity responsible for any danger it creates that affects its neighbors. In this case, KCCA, which manages the landfill, is seen as liable for the collapse.
Now, in response to the findings, the President, according to a statement issues by his office, on Tuesday dismissed Mrs. Kisaka alongside her deputy Eng David Luyimbazi as well as Dr. Daniel Okello, the Director of Public Health.
“The IGG’s report clearly outlined the severe oversight and negligence exhibited by these officials,” read the statement in part.
“In light of these findings, the President has called upon the Criminal Investigations Department (CID) and other crime management agencies to thoroughly investigate the matter further, focusing on the angle of criminal negligence associated with this distressing event,” it adds.
To ensure a swift transition in leadership, the President has also directed the Public Service Commission to advertise the positions of Executive Director, Deputy Executive Director, and Director of Public Health, with a goal of appointing new officials within three months.
Additionally, the Minister for Kampala is tasked with advising the President on interim appointments for these crucial positions to ensure that operations within KCCA continue without disruption until permanent replacements are in place.
Museveni confirmed Kisaka as new Executive Director of Kampala Capital City Authority (KCCA) in July 2020 replacing Eng. Andrew Kitaka who ha held the office in an acting capacity since 2018.
