President Yoweri Kaguta Museveni has made a significant reshuffle of Resident District Commissioners (RDCs) and Resident City Commissioners (RCCs) across Uganda.

The changes align with the President’s constitutional mandate under Articles 99 and 203 of the 1995 Constitution of Uganda (as amended).

Among the notable transfers, Asuman Nasike, previously the RCC for Mbale City, has been reassigned to Fort Portal City as RCC.

Bayole Stanley, formerly the RCC for Fort Portal City, now takes up the role of RDC for Mbale District, while Wopuwa George William moves from RDC Mbale District to RCC Mbale City.

These shifts in the eastern and western regions aim to bolster administrative efficiency in key urban and rural districts.

In Kampala, significant changes include the appointment of Kagenyi Lukka, previously Deputy RDC for Manafwa, as the new Deputy RCC for Kawempe Division.

Hajji Umaru Luke Mawiya, formerly RDC for Mubende, has been named RCC for Kampala City, a critical position overseeing the capital’s governance.

Additionally, Kitambula Henry, previously Deputy RCC for Rubaga, has been transferred to Fort Portal City as Deputy RCC for Central Division, while Moses Ariho moves from Fort Portal’s Central Division to Rubaga as Deputy RCC.

Other notable reassignments include Maj. Saleh Kamba, who transitions from RDC for Kabarole to RDC for Manafwa, replacing Wibule Patience Edith, now RDC for Maracha.

In a swap of roles, Juliet Solome Namara, RDC for Namisindwa, moves to Bududa, while Elijah Madoi shifts from Bududa to Namisindwa as RDC.

Similarly, Hajji Ssempala Kigozi, RDC for Mpigi, has been transferred to Kiboga, with Hajji Dumba Sentamu moving from Kiboga to Mpigi as RDC.

Further changes include Ntange Andrew, previously Deputy RCC for Jinja City, now appointed as Deputy RDC for Buikwe’s Njeru Municipality, and Kasibante Hassan, formerly Deputy RDC for Mukono, taking up the role of Deputy RCC for Jinja’s South Division.

Bakaki Andrew Ronald, previously Deputy RDC for Soroti, is now Deputy RDC for Sironko.

In another promotion, Self Katabaazi, formerly Deputy RDC for Luweero, has been elevated to RDC for Kalungu District.

Kyeyune Ssenyonjo, previously RDC for Nabilatuk, now serves as RDC for Butebo, while Kalungi Paddy Kayondo moves from an unspecified role to RDC for Mitooma.

A similar major reshuffle occurred in August 2024, affecting 146 RDCs and 163 deputies, with the aim of strengthening local leadership.

While the government has not officially detailed the reasons for specific transfers, it is likely the the decision is aimed at addressing performance gaps, regional security needs, or political alignments ahead of future national priorities.

The appointments take effect immediately, and the new and reassigned commissioners are expected to assume their roles promptly to ensure continuity in local governance.
