The National Resistance Movement (NRM) Presidential candidate, General Yoweri Kaguta Museveni, has warned the Ministry of Works and Transport and Pallisa district leaders over poor implementation of feeder road maintenance works.
He noted that the government’s annual appropriation of one billion Shillings to districts for road maintenance is underutilized. Museveni cited the road he used to enter Pallisa, saying it is just graded and not compacted with Murram, which exposes it to damage when it rains. He also highlighted the successes of major tarmac road construction projects in Pallisa and beyond.
At his campaign rally at Kameke Primary School playgrounds, Museveni elaborated on the equitable distribution of Parish Development Model (PDM) funds, emphasizing the block share for each category of beneficiaries: 30% for youth, 30% for women, and 10% for people with disabilities. He threatened to arrest Parish Chiefs found mismanaging the funds, as stipulated in the fund’s operationalization guidelines.
The NRM Presidential candidate further detailed the party’s job creation strategy, highlighting sectors with ready employment opportunities for Pallisa residents. These include commercial agriculture, manufacturing, the service sector, and ICT. He cited examples such as Joseph Ijara and Minister Fred Byamumakama to illustrate success in each sector.
Museveni challenged the people of Pallisa to engage in wealth creation interventions, including the practical four-acre model, to help overcome poverty. On social infrastructure, General Museveni confirmed plans to upgrade health centers and primary schools in Pallisa district, supplementing the existing 76 government primary schools and 9 government secondary schools. He also pledged to elevate health facilities and construct new ones to meet growing needs.
