The National Unity Platform (NUP) Deputy Spokesperson and Nakawa East parliamentary aspirant, Alex Waiswa Mufumbiro, has applied for bail at the Nakawa Chief Magistrate’s Court, where he faces charges of inciting party supporters to murder security personnel in Kampala.
Mufumbiro, who pleaded not guilty last month, on Thursday appeared before Grade One Magistrate Frank Namanya to check on the progress of police investigations.
But State Attorney Mahatma Odongo informed the Court that investigations are still ongoing.
In Nakawa Court, the prosecution alleged that on September 4, 2025, within Kampala City, Mufumbiro incited NUP supporters to commit offenses against members of the Uganda security forces.
As a result, Mufumbiro, through his lawyers, Samuel Muyizzi Mulindwa and Evans Ochieng, has applied for bail as inquiries continue.
These have presented three sureties in support of the bail application: his wife Edith Katende, Nakawa East MP Ronald Balimwezo, and his father, retired magistrate Moses Baligeya Mufumbiro, as his sureties.
They have informed the Court that Mufumbiro is innocent of the charges against him and that the Nakawa magistrates’ Court has the powers to grant him bail on the charges against him. The court has heard that the politician has s fixed place of residence within the court’s jurisdiction.
But the court, however, remanded him to Luzira Prison until November 13, 2025, to allow Prosecutor Odongo sufficient time to verify the documents submitted by his sureties. The documents included national IDs and local council one introduction letters from their respective places of residence.
Mufumbiro has been in detention since last month alongside nine other NUP members facing charges of conducting unauthorized military drills.
He joined those other members as the last suspect to be arrested, as his colleagues had been there for nearly seven months. The accused were arrested one by one and added to the charge sheet list of the accused persons, which began with Edward Ssebufu, commonly known as Eddie Mutwe, as the prime suspect.
However, Nakawa’s development comes days after the Kanyanya Chief Magistrate’s Court dismissed a separate mandatory bail application by two of Mufumbiro’s co-accused, Edward Ssebuufu (Eddie Mutwe) and Achileo Kivumbi, who serve as private bodyguards to NUP president Robert Kyagulanyi Ssentamu, alias Bobi Wine.
The duo had spent more than sixty days on remand without trial and argued that their detention violated Article 23(6)(b) of the Constitution, which guarantees bail for persons held beyond sixty days without trial in non-capital cases. Grade II Magistrate Steven Waiduuba, however, ruled that his court lacked jurisdiction to grant bail in a matter attracting a potential seven-year sentence, and advised the defense to reapply before trial magistrate Damalie Agumasiimwe, who is on leave until November 18, 2025.
Mutwe, Kivumbi, and Mufumbiro are part of a ten-member group facing charges of unauthorized military drills, running an unlicensed training school, and possession of military-like attire, crimes allegedly committed in February 2025.
The other accused are NUP Leadership School Principal Doreen Kaija, mobilizer Saudah Madada, Tasi Calvin (alias Bobi Giant), Edwin Sserunkuma (alias Eddy King Kabejja), Sharif Lukenge, Yasin Nyanzi, and Tonny Kaweesi.
Investigations continue in both case files, and Mufumbiro is expected to return to Kanyanya Court on November 18th, 2025.
