Uganda’s Deputy High Commissioner to Rwanda, Santa Laker Kinyera, has passed away.
According to a statement from the Ministry of Foreign Affairs of Uganda, Ambassador Kinyera died on Tuesday, March 3, 2026.
She passed away at Mulago Specialized National Referral Hospital, where she had been receiving treatment. The ministry did not disclose the cause of death.
The ministry described her death as a profound loss to Uganda’s diplomatic service and extended condolences to her family, friends, and colleagues. It said funeral arrangements would be communicated in due course.
Ambassador Kinyera was serving as Uganda’s Deputy High Commissioner to Rwanda at the time of her death, based in Kigali.
A career diplomat, she joined the foreign service in 1994 and held several postings both at headquarters and in Uganda’s missions abroad.
Her passing comes at a time when Uganda and Rwanda have been working to strengthen bilateral ties following years of strained relations.
Her contribution to the normalization process between the two countries was significant. Tributes from colleagues and members of the diplomatic community are expected in the coming days as Uganda mourns one of its seasoned foreign service officers.
