The Bushenyi High Court has extended an interim injunction halting the activities of the Bushenyi District Executive Committee and the District Service Commission after adjourning the hearing of a case challenging the appointment of members to the commission.

The case was filed by five district councillors who accuse the District Chairperson, Prosper Twebaze, the District Speaker, Silagi Banyanga alias Fish, and Bushenyi District Local Government of flouting legal procedures in the appointment of the District Service Commission.

The petitioners are Douglas Mucunguzi, the LC V councillor for Persons with Disabilities; David Kakama, the councillor for Bumbaire Sub-county; Anthony Asingwiire Katwarana, the councillor for Kakamba Sub-county; Denis Nayebare, the councillor representing Ruhumuro; and Allan Arinda, the councillor for Nyakabirizi Division.

The councillors petitioned the High Court seeking a judicial review of the district council’s actions. Bushenyi High Court Deputy Registrar Andrew Kibombo adjourned the matter for two weeks, extending the interim injunction until July 28, 2026.

The injunction, first issued last month, temporarily suspended the activities of the District Executive Committee and the District Service Commission pending the determination of the main application. The matter had earlier been referred to the Deputy Registrar by Resident Judge Amos Kwizera.

During the hearing, counsel for the applicants, Victor Atwiine, told court that both parties had agreed to withdraw the application and pursue an out-of-court settlement. However, counsel for the respondents, Isaac Walukaga, denied that any such agreement had been reached. Walukaga also accused Deputy Registrar Kibombo of bias and indicated that he was prepared to request that the judicial officer recuse himself from handling the matter.

Two of the applicants, David Kakama and Douglas Mucunguzi, also maintained that discussions had been held with the intention of reaching an amicable settlement and expressed surprise after the respondents rejected that position in court. The case will return to court on July 28, 2026. URN
