Fidelis Akankwasa, the Kabale Municipality Commercial Officer has been arrested for allegedly obtaining money by pretense and issuing a bouncing cheque.    

Leo Mbabazi a businessman and a resident of Kigongi B village, Central division, Kabale municipality filed a complaint at Kabale police station on March 13, 2023, accusing Akankwasa of giving him a bouncing cheque.  

It is alleged that Akankwasa sold his land to Mbabazi, located in Kakoba, Mbarara City in December 2022 at 550 million Shillings. At that time Mbabazi paid Akankwasa 100 million Shillings. However, Akankwasa later in January 2023 sold the same land to another person. 

Mbabazi demanded that Akankwasa refund his money. Akankwasa gave Mbabazi 50.2 million Shillings in cash and a cheque of 49 million Shillings, which bounced.

Elly Maate, the Kigezi Region Police Spokesperson says that Akankwasa was arrested from a hideout along the Uganda-Rwanda border of Katuna in Katuna town council on Monday night.

Akankwasa has been in hiding since February 2023 when Local Government Minister Raphael Magyezi issued an arrest warrant against him for messing up the relocation of vendors to the new Kabale Central Market.  This followed numerous complaints by the vendors accusing him and other municipality officials of bungling up the relocation exercise.      

Akankwasa was accused of allegedly selling lockups and stalls at over five million Shillings each. Akankwasa was pinned by Stephen Ntunga; one of the complainants who presented documents indicating that he had paid 45 million Shillings to permanently secure three lockups.
