‎President Yoweri Museveni nominated two ministers from Luwero District to his cabinet, prompting mixed reactions from the area, which has predominantly been an NRM stronghold.‎

Denis Kibirige, the Publicity Secretary of the National Resistance Movement (NRM) in Luwero District, said the appointments were a clear indication that Museveni still recognizes Luwero’s contribution during the 1981–1986 liberation war.

‎‎ Kibirige expressed hope that the ministers will help lobby for services and ensure that the President fulfills the remaining pledges to Luwero.

‎‎Sam Mulwana, an opinion leader in Luwero Town, welcomes Muyingo’s reappointment, which reflects confidence in his service and contribution to the education sector.‎‎Although residents had hoped Muyingo would be elevated to a full cabinet position, Mulwana said his reappointment as State Minister was still welcome.‎‎‎

Luwero Kadhi Sheikh Ramadhan Mulindwa also welcomed the appointments. He urged the ministers to use the opportunity to lobby for services from President Museveni that benefit residents.‎‎Luwero District LC5 Chairman Erastus Kibirango pledged to cooperate with the ministers in lobbying for better services for residents.‎‎

However, opposition leaders in the district dismissed the appointments as politically insignificant.‎‎Denis Sekabira, the Member of Parliament for Katikamu North, said residents are more concerned with service delivery than with ministerial appointments, which he described as benefiting only the appointees.

‎‎Sekabira said residents want the government to improve essential services such as electricity, healthcare, and education instead of offering what he‎ termed “minor ministerial appointments.” Robert Ssekitoleko, the Member of Parliament for Bamunanika County, also criticized the appointments, arguing that they primarily reward individuals rather than benefiting the district as a whole.‎‎“We have had a State Minister for Education since 2016, but what has changed in our district? Our problems are not about getting a minister, but addressing the issues affecting our people.

These appointments are personal rewards meant to help Museveni stay in power,” Ssekitoleko said‎‎‎‎‎Museveni reappointed Dr. John Chrysostom Muyingo, 66, as the State Minister for Higher Education, a position he has held since 2016.The President also named Cissy Mulondo, a former candidate for Luwero District Woman Member of Parliament, as State Minister for Finance (General Duties).

Mulondo’s appointment comes after Museveni reportedly asked her to withdraw from the 2026 general elections in favor of the official NRM flag candidate after she lost in the party primaries.‎‎Mulondo, in an interview, thanked Museveni for fulfilling the pledge he made before she stepped down from the parliamentary race.‎‎

She committed to working tirelessly to lobby for improved services in Luwero District and to strengthen support for the NRM government there. ‎‎Both Muyingo and Mulondo hail from Bamunanika County in Luwero District. URN
