President Yoweri Kaguta Museveni has outlined wealth creation, infrastructure improvement, and a crackdown on corruption as key priorities for his next term.
Speaking during a victory celebration in Lango, the President thanked Ugandans for maintaining unity and for what he called “voting wisely,” emphasizing that the next phase of governance will focus on transforming household incomes.
“I thank God for the unity the people of Uganda have continued to show,” Museveni said. “Now that the elections are over, things to be done are many, but I always insist on priorities among priorities.”
The President singled out the Parish Development Model (PDM) as the top priority, pledging that all households will benefit from the program within the next five years.
He directed local leaders to track implementation at parish level to ensure no homestead is left behind.“Instead of talking about many things, let’s make sure all the homes in the parish are covered.”
Museveni illustrated the program’s impact using testimonies from beneficiaries, including a farmer from Lira District who reportedly turned 1 million shillings PDM allocation into a profitable livestock venture, and another from Karamoja who has steadily increased agricultural earnings.
Beyond PDM, the President highlighted the Emyooga initiative as a complementary effort targeting youth and organized groups at constituency level.
While encouraging beneficiaries to make independent investment choices under PDM, Museveni announced plans for an additional government-led intervention to distribute free seedlings for coffee and fruit farming. He said this would run alongside existing programs to boost agricultural productivity.
“We should let the people make their own decisions with the PDM money, but the government will introduce free seedlings of coffee and fruits,” he said, noting that he has already established seedbeds on his land and that other government land will be utilized for the same purpose.
The President also pledged to intensify livestock restocking programs in Northern Uganda, improve road networks to ensure they are motorable, and take a firm stance against corruption.
He stressed that economic empowerment would make it easier for government to deliver other essential services such as health, education, electricity, and water.
Lango leaders, led by the Lira City NRM Chairperson who also serves as Health Minister Jane Ruth Aceng, had earlier presented a memorandum to the President, noting that the region voted overwhelmingly in anticipation of tangible development outcomes.
Museveni further pointed to regional integration under the East African framework as a key driver for market access, saying Uganda has secured broader markets for agricultural products through cooperation with neighboring countries.
“The government has already arranged a market for many of these products, that’s why we worked with Kenya, Tanzania, Rwanda, Burundi, South Sudan, Congo, and Somalia, to form the Common Market of East Africa because we need a big market for our products.”Earlier, NRM leaders in Lango had presented a memorandum to the President, noting that the region voted overwhelmingly with expectations.
Health Minister and Lira City Woman Member of Parliament Dr. Jane Ruth Aceng Ocero said the voting was in anticipation of more developmental tangible developmental outcomes.
“As we celebrate today, we remain mindful that expectations of the people are clear but we are also committed to consolidating the presence of NRM in the region as we work towards protecting the gains that we have achieved here in Lango sub region,” she concluded.
She said the overwhelming votes to the President shows a shift in mindset from politics of identity to politics of ideology, further assuring the President that his support in Lango, especially Lira City is still intact.
Denis Hamson Obua, the Government Chief Whip and NRM’s National Vice chairperson for Northern Uganda congratulated the President for returning to Lango, “a sub-region where you kick-started your 2026 presidential campaign, a sub-region that set the bar, standard, and tone for the 2026 presidential campaign mobilization,” he said.
Obua described Lango as a sub-region that made the promise, kept the promise, and fulfilled the promise, a sub-region that distinguished itself as the best-performing sub-region in Northern Uganda, with 538,044 votes, accounting for 84.48 percent.
According to him, this year’s Presidential win shows a great progress which the people of Lango have made starting with the 1996 elections when President Museveni scored only 17.1 percent of total vote cast.
