The Parliamentary Committee on Education and Sports expressed appreciation for the Uganda National Examination Board’s (UNEB) proactive approach in minimizing examination malpractice nationwide.

Committee leader Hon. Twesigye John commended UNEB during the presentation of the Budget Framework Paper for the FY 2024/25 – 2027/28 at Parliament on Tuesday.

Hon. Twesigye John informed the UNEB team that they were pleased with the Board’s effective measures, which have significantly reduced instances of examination malpractice and upheld educational standards in the country.

UNEB, under the leadership of Executive Director Mr. Dan N. Odongo, received praise for policies on gender mainstreaming and prioritizing Special Needs Education (SNE) candidates’ assessment.

The Board’s commendable public awareness and communication strategy were also highlighted by honorable members, acknowledging its role in curbing examination malpractice.

During his presentation, Mr. Odongo raised concerns about underfunded priorities, including inadequate remuneration for examiners, resulting in a high turnover of experienced personnel.

He also emphasized the need for constant training, posing additional costs. Additionally, he discussed the challenges associated with the equitable assessment policy, citing increased SNE candidature and the accompanying requirement for substantial support personnel.

In response, the committee urged the Ministry of Finance and Economic Development to mobilize resources for UNEB’s underfunded priorities, recognizing the importance of supporting the Board in fulfilling its mandate.

Expressing gratitude, Mr. Odongo thanked the committee for their commitment and guidance, highlighting the Board’s transition from rote assessment to competency-based assessment.

This shift aligns with UNEB’s goal of contributing to enhanced quality and relevance in assessment and certification for national transformation.
