Ali Kirarira, the Assistant Town Clerk of Hamuhambo town council in Rubanda district, has been apprehended on charges of bungling up the implementation of the Parish Development Model (PDM) program. Kirarira was arrested alongside Bridget Musiimenta, the Community Development Officer of the town council and town agent, Bright Asiimwe.
The arrests followed security investigations that uncovered their alleged involvement in substituting the names of legitimate program beneficiaries with non-existent individuals. Eric Ssewandigi, the Rubanda Deputy Resident District Commissioner disclosed that the trio was taken into custody on Wednesday evening.
They stand accused of replacing 11 beneficiaries of Kibuzigye – Hamuhambo PDM Sacco Limited with fictional entities who were not recognized by the Sacco members or the local community. Furthermore, Ssewandigi revealed that these phantom beneficiaries had already received funds through fraudulent means.
John Twesigomwe, the chairperson of Kibuzigye – Hamuhambo PDM Sacco Limited, added that aside from substituting genuine beneficiaries with fictitious ones, the accused individuals also disbursed amounts ranging from Shillings 480,000 to 500,000 to certain members, whereas they had applied for Shillings 1 million.
The suspects are currently detained at Rubanda police station while investigations into the matter are ongoing.
