President Yoweri Museveni and UN Secretary General Mr. Antonio Guterres convened at Munyonyo in Kampala during the Non-Aligned Movement, addressing the theme of “Peace and Security in the Great Lakes Region.”

Their discussions centered on pivotal matters concerning peace and security in the Great Lakes region.

Antonio Guterres commended President Museveni and Uganda for their vital role in maintaining peace and stability across Africa.

The UN Secretary General specifically lauded Uganda’s inclusive refugee policy, emphasizing its contribution to providing a welcoming home for refugees in the region.

Acknowledging ongoing UN reforms, including Security Council and financial system restructuring, Guterres highlighted Uganda’s positive and accommodating refugee policy, underscoring its significance in offering refuge to those in need and he stressed the UN’s commitment to addressing universal needs, particularly focusing on the developing world.

President Museveni expressed gratitude for the UN’s endorsement of Uganda’s proposal, alongside other African nations, seeking international support for handling security matters on the continent. Museveni emphasized the effectiveness of region-specific approaches, considering the unique challenges faced by different African regions, in contrast to relying solely on UN peacekeeping forces.

Highlighting the impact of insecurity on local citizens, Museveni advocated for empowering affected communities to find solutions, asserting, “the number one victims are the citizens living in that particular country and then the neighbors.” He emphasized the importance of empowering locals rather than relying on foreign intervention.

Discussing Uganda’s deliberate refugee policy, President Museveni explained that hosting refugees in Uganda is a strategic response, driven by the close connections between the refugees and the Ugandan people.

“This intentional approach aims to provide support to those closely linked during times of crisis,” he noted.
