Vice President, Jessica Alupo, has on Friday represent represented President Yoweri Museveni in Ethiopia at the inauguration of Uganda as the Chair of the African Peer Review Mechanism (APRM) Forum of Heads of State and Government for a 2-year term (2026-2028).

In Addis Ababa, Alupo was accompanied by Minister of State for Planning and Uganda’s APRM Focal Point, Amos Lugoloobi.

Museveni’s assumption of the APRM leadership was announced last year by Lugoloobi while hosting the Chief Executive Officer of the APRM Continental Secretariat, Marie-Antoinette Rose Quatre, who was in Uganda to engage national APRM structures and prepare the country for its leadership role.

Museveni’s election will be endorsed at the 39th Ordinary Session of the African Union Assembly on 21–22 February 2026.

In line with APRM procedures, Lugoloobi will also assume the Chairpersonship of the APRM Focal Points Committee for two years.
Uganda has proposed the theme: “Leveraging Inter- and Intra-Regional Trade and Security for Africa’s Transformation” to guide its tenure.

Lugoloobi reaffirmed Uganda’s commitment to strengthening governance and providing what he described as transformative leadership during the Troika period.

Amb. Quatre welcomed Uganda’s forthcoming leadership, urging member states to work together to strengthen democratic governance, build accountable institutions, ensure equitable resource management, protect rights, and expand economic opportunities across the continent.

Established in 2003 under the African Union framework, the APRM is a voluntary self-monitoring mechanism that promotes good governance, democracy, and socio-economic development among member states.

Uganda has been an active participant since joining in 2003 and has undergone periodic peer reviews to assess its governance performance.
