A whistleblower has petitioned the Office of the Inspector General of Government (IGG), accusing Rukungiri District Principal Internal Auditor Sarah Aine Kamara of alleged abuse of office, extortion and false accounting.

According to a petition dated June 6, 2026, and received by the IGG on June 10, the whistleblower alleges that Aine operated a coordinated audit scheme involving 162 public institutions, mainly primary schools and health centres across Rukungiri District, during the 2024/2025 and 2025/2026 financial years. The petitioner claims that Aine moved audit activities from the respective institutions to unofficial zonal centres, where the audits were allegedly conducted instead of at the schools and health facilities.

The whistleblower further alleges that Aine imposed an unauthorised audit fee of Shs40,000 per school term on each of the 162 institutions, collecting what the petitioner estimates to be Shs51.84 million in unbudgeted revenue.

The petition alleges that head teachers were instructed to transport confidential institutional documents to the zonal audit centres. These documents reportedly included financial accountability records, minutes and attendance records of School Management Committee meetings, enrolment lists, approved budgets and work plans, staff lists and asset registers.

The whistleblower argues that the handling of such documents potentially violated the Data Protection and Privacy Act, Cap. 97, by exposing sensitive institutional information.

The petitioner also accuses Aine of requiring head teachers to bring institutional visitors’ books to her office for signing, allegedly creating a record suggesting that she had physically visited and audited schools and health facilities.

The whistleblower further claims that head teachers who failed to pay the alleged Shs40,000 fee faced administrative pressure, including threats of being reported to the District Rewards and Sanctions Committee for disciplinary action based on what the petitioner describes as fabricated evidence.

The petition asks the IGG to conduct comprehensive investigations and order a forensic audit of the Rukungiri District Internal Audit Department’s financial and allowance records for the 2024–2026 financial years. The whistleblower also wants investigators to establish the legal basis under which the alleged zonal audit centres were created and whether they were authorised by relevant government authorities.

The petitioner is asking the IGG to compel Aine to provide documentation supporting the establishment of the alleged centres, including council minutes approving the centres and approvals from the Ministry of Local Government, Ministry of Public Service, and Ministry of Finance, Planning and Economic Development.

The whistleblower further requests that if investigations establish criminal wrongdoing, Aine should be arrested and prosecuted before the Anti-Corruption Court.

When contacted on Tuesday, Inspectorate of Government spokesperson Hajjat Ali Munira confirmed that the office had received the petition and said investigations into the allegations were ongoing. Aine declined to comment on the allegations when contacted by our reporter on the phone. URN
