The North Buganda Field Adventist Bishop has asked the Luwero District Service Commission to stop soliciting bribes from job seekers.

Luwero District Service Commission is on the spot over alleged corruption while recruiting civil servants for various jobs.  According to several reports, new applicants are asked between 1-5 million shillings to get jobs whereas others seeking promotions in the service part with over 10 million shillings.

While presiding over a special service for the Luwero District Staff and leaders at the district headquarters on Wednesday, Pastor David Ssimwogerere, said that he was concerned over pubic outcry that no person can be offered a job without paying a bribe.

Ssimwogerere told the staff that soliciting bribes is an abuse of office and against God’s will who entrusted them with those jobs. He added that persons recruited after bribery may not also serve diligently and this could affect service delivery.

Ssimwogerere asked the staff of the Service Commission who have been asking for bribes to repent and stop asking the bribes.

North Buganda Adventist field comprises churches in Luwero, Nakaseke, and Nakasongola districts.

Erastus Kibirango the Luwero LCV Chairperson of Luwero District said that the District Council was equally concerned about corruption in the recruitment of staff and they were working hard to fight it.

He however asked the applicants to stop offering bribes to commissioners and staff to offer them jobs yet they even qualify to get them at no cost.

Kibirango added that they have also received reports that some people soliciting the bribes are not staff of the commission but brokers.

George William Ssemivule, the Chairperson of Luwero District Service Commission did not attend the meeting but earlier on he defended the Commission saying some impostors con applicants in promise for jobs. He asked applicants to record those asking for bribes and present it to him to take action against them.

Innocent Asaba, the Luwero District Chief Administrative Officer also cautioned the Commissioners against offering jobs after soliciting bribes rather than considering merit.

However, the CAO has yet to reprimand any staff or commissioner accused of soliciting bribes.

Last year the Deputy Director General of the Internal Security Organisation Lt Col Emmy Katabaazi said 90% of District Service Commissions across the Country were corrupt.

He revealed that apart from soliciting bribes, some commissioners sleep with young girls in the promise of jobs and the matter had been brought to the attention of the President.
