The L.C.V chairperson of Jinja district, Moses Batwala has publicly accused his counterpart from the service commission of extortion and hiring civil servants based on patronage rather than merit.
Batwala, who is serving his second consecutive elective term as the L.C.V of Jinja district, says that he has been recieving complaints from different job applicants, most of whom are shortlisted but none of them is hired.He says that much as they present the required documentation, the commission classifies them as overqualified or incompetent and appoints for those who never applied at all.
In his internal investigations, Batwala says that he equally interacted with some members of the service commission which is led by George Kalulu, who informed him that some jobs are given out without convening meetings.He says that, Kalulu connives with the secretary, Fred Waibi to forge both minutes and signatures of other service commission members to portray them as seconders of these job appointments, whereas, not.
Members of the district service commission are nominated by the L.C.V chairman in consultation with the executive, before being presented to the council for approval. Batwala now says that the executive members have advised him to temporarily suspend the operations of the district service commission until further notice, and he has agreed.
He adds that, they have equally submitted their official complaint against the district service commission to the inspector general of government, whom they expect to expedite enquiries into corruption related allegations against them. Meanwhile, Kalulu has distanced himself from Batwala’s accusations, citing foul play from individuals whose relatives were unable to qualify for the available jobs. URN
