The President of the Russian Federation, Vladimir Putin, delegated Ms. Bella Cherkesova, Deputy Minister of Digital Development, Communications and Mass Media, to represent him at the inauguration of President Yoweri Museveni, held on May 12 in Kampala.
The ceremony brought together a wide range of international dignitaries, showing Uganda’s broad diplomatic engagement.
African leaders and representatives from various partner states attended, alongside envoys from Asia, the Middle East, Europe, and multilateral organisations, underscoring the inauguration’s significance as both a national and diplomatic event.
Russia’s delegation, led by Cherkesova on behalf of President Putin, highlighted the continuity of high-level engagement between Kampala and Moscow.
Her participation also reflected Moscow’s growing emphasis on digital development and communications diplomacy as part of its external relations strategy.
Relations between Russia and Uganda have steadily expanded in recent years across multiple sectors.
While defence cooperation remains a longstanding pillar—including training exchanges and military-technical collaboration—new areas of engagement have emerged in education, energy discussions, and digital technology.
Uganda continues to benefit from Russian government scholarship programmes, which provide opportunities for Ugandan students to study in fields such as engineering, medicine, aviation, and applied sciences in Russian universities. These programmes are widely viewed as part of long-term capacity-building efforts between the two countries.
The presence of a senior official from Russia’s digital development ministry further signals increasing interest in cooperation beyond traditional security ties, particularly in information systems, communications infrastructure, and technological governance.
Uganda’s foreign policy continues to reflect a pragmatic and non-aligned approach, maintaining relations with Russia, China, Western states, and regional partners.
The inauguration therefore served not only as a domestic political milestone but also as a diplomatic platform showcasing Uganda’s diversified international partnerships and Russia’s sustained engagement on the African continent.
