Russian Foreign Minister Sergey Lavrov held a bilateral meeting with Uganda’s Vice President Jessica Alupo on the sidelines of the 17th BRICS Summit in Rio de Janeiro, Brazil, on July 6, 2025.

The summit, hosted under the theme “Strengthening Global South Cooperation for More Inclusive and Sustainable Governance,” brought together leaders and representatives from BRICS member states and partner countries, including Uganda, which officially became a BRICS partner state in January 2025.

Their meeting focused on deepening ties between Russia and Uganda, with discussions centered on economic cooperation, trade, and mutual interests in global governance reform. Lavrov emphasized Russia’s commitment to supporting Uganda’s development priorities, particularly in areas such as healthcare, agriculture, and infrastructure.

The talks also touched on enhancing collaboration within the BRICS framework, including initiatives like the proposed BRICS Grain Exchange and the New Investment Platform, aimed at fostering economic resilience among Global South nations.

Vice President Alupo highlighted Uganda’s interest in strengthening bilateral relations with Russia, noting the potential for increased trade and investment. She expressed appreciation for Russia’s support in capacity-building programs and underscored Uganda’s role as a BRICS partner state in advancing the group’s agenda for a multipolar world order.

The discussions also addressed pressing global issues, including climate change and artificial intelligence governance, which are key topics at the summit.

Both leaders reaffirmed their commitment to working together on international platforms to promote equitable solutions to these challenges.

The BRICS Summit, attended by representatives from Brazil, Russia, India, China, South Africa, and partner states like Uganda, Belarus, and Malaysia, is a significant platform for addressing global economic and geopolitical challenges.

Russian President Vladimir Putin, unable to attend in person due to an International Criminal Court warrant, participated via video link, while Lavrov led Moscow’s delegation in Rio de Janeiro.
