Uthman Mubarak Kadir Mugisa took the oath of office on Tuesday as the new Hoima District LC V Chairperson. The Hoima Chief Magistrate, George Nfitundinda presided over the swearing-in ceremony.
Mugisa, a member of the ruling National Resistance Movement-NRM Party, was declared the winner of the Hoima LCV by-election on September 14th, 2023.
He secured 18,353 votes, defeating four other candidates including Vincent Muhumuza Savana, an independent, who emerged second with 12,020 votes, Moses Aguuda of the National Unity Platform-NUP Party came third with 3,972 votes, Patrick Musinguzi of the Forum for Democratic Change-FDC came fourth with 271 votes, while Lenox Mugume, another independent candidate, trailed the pack with 179 votes.
Shortly after taking his oath of office, Mugisa expressed his gratitude to the people of Hoima for entrusting him with the office, emphasizing the importance of their active participation in the by-election as a manifestation of their constitutional rights. Mugisa noted that his top priority would be addressing the pressing issue of land grabbing and evictions in the district, which has left numerous families in a state of instability regarding their land tenure.
He called for collaborative efforts between the technical and political wings to ensure effective service delivery to the people of Hoima. Mugisa also urged fellow political leaders in the district to put aside their political differences and work together for the common goal of advancing the development of Hoima, emphasizing that division could hinder progress.
Nfitundinda, the Hoima Chief Magistrate, urged the new LCV Chairperson to foster cordial working relationships with the judiciary and various sectors of the community to promote peace and unity in the district. Residents of Hoima expressed their hopes and expectations for the new district Chairperson, with one resident, Alfred Iwutung, from Wayayo village in Bombo sub-county, calling for a focus on road construction and rehabilitation in the district.
Another resident, Leonard Okello, from Buseruka sub-county emphasized the importance of serving all people equally, irrespective of their religious, tribal, or political affiliations. The Hoima LCV seat became vacant following the tragic passing of Kadir Kirungi, the former LCV Chairperson, in a motor accident on March 17, 2023, along the Hoima-Kampala Road in Mataagi village, Bukomero town council, Kiboga district.
