Kitagwenda District Chairperson, Ismail Mushemeza Kambanda, has been charged and remanded to prison over allegations of orchestrating a job-selling scheme targeting desperate applicants seeking positions in the district.

Mushemeza was on Friday arraigned before the Chief Magistrate’s Court in Kamwenge, after he was arrested in Kampala on Wednesday by officers from the State House Anti-Corruption Unit (SHACU), working jointly with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).

According to the charge sheet seen by this reporter, Mushemeza faces seven counts of obtaining money by false pretence.

Prosecution accuses him of defrauding job seekers between 2024 and 2025 by promising them positions mainly in the health department, despite there being no advertised vacancies.

Prosecution addsthat he Chairperson, together with accomplices still on the run, solicited and received between 5 million and 15 million shillings from each victim.

In return, the applicants were allegedly issued fake appointment letters and forged District Service Commission minutes.

The fraud was exposed when the victims attempted to report to their workplaces, only to discover that the jobs did not exist.

When the victims demanded refunds, Mushemeza reportedly refused, prompting them to file complaints with the State House Anti-Corruption Unit, which launched investigations into the allegations.

The district Chairperson has been remanded to Kamwenge Prison until January 6, 2026.
