Police investigation tape

Police in Luwero District are investigating an alleged case of aggravated robbery involving electoral materials. According to police, the incident occurred in Wesune-Muto Village, Nsanvu Parish, Makulubita Sub-County, Katikamu County South, in Luwero District.

It is alleged that on Wednesday, February 4, 2026, at around 8:30 p.m., at Joy of Salvation Church polling station, a group of assailants travelling in a silver Toyota Hiace, registration number UBR 783D, hijacked electoral materials that had been packed in a grey Toyota Wish, registration number UBR 176Z.

The attackers, who were reportedly armed with stones and pangas, assaulted polling staff, destroyed some materials, and fled with key electoral items. The victims were identified as Charles Sseruwu, a driver who sustained minor injuries; David Kilegeya and Lawrence Bukenya, who were both seriously injured; and other victims, including electoral special polling constables. 

Some of the assalt and robbery suspects were identified as Ben Kamada and one Mududda, among others. Police recovered several exhibits from the impounded Toyota Hiace, registration number UBR 783D. These included a driver’s licence in the name of Julius Sempabuke, a National Identification Card belonging to Flavia Nantongo Flavia, an empty five-litre fuel jerrican, and a matchbox. 

Other recovered items included an original Declaration of Results (DR) form from Kasizi Primary School, cushions and mats, and marijuana. Police also recovered official National Unity Platform (NUP) agent tags bearing the names of Doreen Mirembe Nakabuye and Eng. Alex Kiselo, Chairperson of Makulubita Sub-County. Additional exhibits included DR results forms and a small photograph of Eng. Alex Kiselo. 

In a statement, Savannah Region Police Spokesperson Sam Twiineamazima said police had registered that some of the missing or stolen items included four BVVK machines and three transparent ballot boxes containing cast ballots. He explained that upon receiving the information, police responded promptly. The crime scene was documented and will be reconstructed as part of ongoing investigations. 

Twiineamazima added that the injured victims were evacuated to Makulubita Health Centre III for medical treatment, while the suspect vehicle was impounded and towed to Luwero Central Police Station (CPS). He further revealed that during the release of the crime scene, a related gang attempted to steal the recovered exhibits, but police fired warning shots, successfully dispersing them. 

Police say investigations are ongoing to apprehend all suspects, recover the stolen electoral materials, and ensure the integrity of the electoral process.
